A core sheet winding/cutting apparatus 10 is provided with a cutter 13 which rotates around an axis in parallel with the winding shaft 12a of a winding section 12. This cutter 13 has a cutter body 13b, a mobile cutting means 15 which is constituted so as to be capable of reciprocation in the direction of an axis in parallel with the winding shaft 12a via this cutter body 13b and also so as to be capable of rotation, and a fixed cutting means 16. The mobile cutting means 15 and the fixed cutting means 16 are rotated synchronously with the winding shaft 12a of the winding section 12.
