On bearing bracket 1 supporting the rotor of a rotating machine freely rotably, electromagnetic brakes 6 and hydraulic jacks 7 are provided on the circumference in correspondence with an annular brake ring attached to the rotor in this constitution. As the braking method, the electromagnetic brake, which is provided on the circumference in correspondence with the annular brake ring attached to the rotor, is operated on the bearing bracket, which supports the rotor of the rotating machine freely rotatably, and the rotary machine is braked and stopped. Then, the hydraulic jacks provided on the cirfumference are operated so as to push up the rotor, and the stopping of the rotating machine is maintained.
