PURPOSE: To attain a precise color extraction without increasing the operating load of an operator, in a color designating/extracting device and color designating/extracting method by which the color of an object to be extracted can be designated at the time of extracting an arbitrary color in a color picture.

CONSTITUTION: The centroid points of an area having a color to be extracted on a color display screen 13 are inputted from a position inputting device 12 by a centroid point instruction inputting part 15. A designated color display part 16 displays the color of the position selected as the centroid point in an area 20 of a specific size on the display screen. A color extracting part 17 extracts the color of a prescribed range based on the color displayed by the designated color display part 16 from a picture holding memory 14.
