To provide a device and method for detecting railroad crossing obstructions that achieve simplification of an obstruction detection system and allow sure detection of obstructions in a railroad crossing without erroneously recognizing trains as obstructions.
The device includes a laser radar 2 and a device body 3. The laser radar includes: a light projection part 21 for emitting laser light LT; a scanning part 22 for scanning the laser light LT toward a railroad crossing A; and a light-receiving part 23 for receiving laser light LR returned after being reflected by an object C existing in a monitoring area E of the railroad crossing A. The device body issues a light projection command of the laser light LT, controls the scanning, and executes data processing of the object C at light-projection timing of the laser light LT and at light-reception timing of the reflected laser light LR so as to output obstruction detection information D. In the device body 3, the monitoring area E is divided into an up-side detection area Eu and a down-side detection area Ed so as to stop the output of the obstruction detection information D by applying mask conditions Mu, Md to only the detection area, where a train T passes therethrough, at the stage that a train passing warning W is issued from a railroad crossing warning device.
