To provide both a granulating device, in which granulated material does not become dumpling (massive) by heat generation at time of granulation and excessive heat history is not given to the material can be granulated, and a granulating method using the granulating device.

The granulating device is equipped with an agitation tank 1 receiving crushing material, an agitating blade 4 shearing the crushing material and a dry ice storing hopper 18 storing dry ice. The granulating device is used to shear the crushing material by the agitating blade 4 in the inside of the agitation tank 1. After softening of the crushing material is begun, before melting is begun, dry ice is charged into the agitation tank 1 at one time from the dry ice storing hopper 18.
