To realize fast packet transfer without using a routing table by providing wavelength converting devices and AWG multiplexers which perform wavelength multiplexing of an optical signal undergoing wavelength conversion into an optical signal of the annular optical wavelength division multiplex transmission line of a transmission destination of a packet composed of the optical signal.
The inter-nodes of annular optical wavelength division multiplex transmission lines 10 to 19 and terminals 1 to 5 are connected by AWG demultiplexers 30 to 42, wavelength converting devices 20 to 29 and AWG multiplexers 43 to 52. Then, the demultiplexers 30 to 42 extract only a packet of a target wavelength from the lines 10 to 19. The devices 20 to 29 read the field value of an IP address corresponding to the annular optical wavelength division multiplex transmission line of a hierarchy one layer above the IP address of a packet, perform wavelength conversion into a wavelength corresponding to the annular wavelength division multiplex transmission line of a transfer destination and transfer the packet. The multiplexers 43 to 52 perform wavelength multiplexing of a packet to the lines 10 to 19.
