PURPOSE: To securely solve a defective abrasive grains holding, by integrating with a base metal, the abrasive grain layer which holds a diamond abrasive grain subjected to a metal coating with its being dispersed on the thermal spray film of a metal binder.

CONSTITUTION: A mixed powder 6 that a diamond abrasive grain 4 subjected to a metal coating and metal binder powder 5 are mixed is subjected to a plasma frame coating on a base metal 1 or tack base material. Thus, an abrasive grain layer 9 holding the diamond abrasive grain 4 subjected to metal coating with its being dispersed on the thermal spray film of the metal binder 5 is formed, and a desired diamond grinding wheel is obtained.
