To make it possible to sink a whole tube underwater and allow a smooth traffic of ships and attain a desired effect in simple construction in the case when the tube is allowed to sink and discharge the air from one end of this tube.
There are provided a shielding film provided underwater and a tube 11 which suspends this shielding film and extends along a water surface 10. A first float 16 is mounted on one end 14 of this tube 11 while a second float 19 is mounted on the other end of the tube 11. An air supply and discharge means 21, which can take in and out the air, is provided by way of one end of the tube 11. With the shaft core 36 of the tuber 11 as a reference, buoyancy center 38 of the second float 19 is more elevated than the buoyance center 37 of the first float 16.
