To surely transfer data which is desired by a user by transferring packets stored after filtered to a data decoding part with an instruction of an ordering means and a bus monitoring means to specify the priority in order to transfer the selected packet to a video and sound decoding part.
When a bus 7 is free, all the packets are transferred to the data decoding part 27 irrespective of a priority level with a notice from a bus monitoring part 75. When the bus 7 is shifted from a free state to a congested state, reading of the packets from a work memory 58 is stopped at the packet with the lowest priority level by referring to the priority level wich is specified in a second field 72 of a PID reference table 70 and transfer of the packets to the data decoding part 27 is stopped. When the bus 7 is shifted from a congested state to a free state, the reading of packet data, the reading of which is stopped of the work memory, from the work memory 58 is successively resumed by referring to a read flag of a third field 73 of the PID reference table 70.
