To secure the interchargeabibly with a DVD player with good recording efficiency, by making a transfer packet having time information inputted via an IEEE 1394 serial bus a transport stream(TS) packet, further converting this TS into a program stream(PS), and recording the PS while adding a video and audio information.
When the TS packet of the MPEG standard is inputted from a high speed serial bus, IEEE 1394 bus, to a bus interface 1, time stamp of the TS packet is eliminated, and delays caused by bus transfer are all replaced with the max. delay amt., and the TS packet made on the transmitting side is restored and outputted in keeping time relation. In a TS/PS conversion circuit 2, an information section for generating the PS and a program time criterion reference value PCR of the time information are taken out, and based on the PCR, synchronizing adjustment is performed by an internal PLL while a system time criterion reference value SCR of the time information of the PS is generated and written in a header part of the PS, and is outputted from the TS/PS conversion circuit 2.
