PURPOSE: To prevent a melt slag from adhering and solidifying, and thereby allowing for a continuous operation, by controlling a burning and smelting operations by means of preheating section forming means, burning section forming means and melting section forming means progressively provided respectively along the flow direction of moving layer.
CONSTITUTION: An incineration slag N containing unburned carbons is stacked upon a grate 15 inside a melting furnace 11, and such slag stacked falls downwardly toward the inclining direction as a moving layer under gravity, or while being pushed by a pusher 17. In the furnace, a preheating section 44, a burning section 45 and a melting section 46 are partitioned respectively along the falling direction of moving layer by a preheating section forming means, a burning section forming means 25 and a melting section forming means 26. A burning air is supplied at a specific ratio from a burning air supplying group 39 for the preheating section, a burning air supplying group 40 for the burning section and a burning air supplying group 41 for the melting section.
