To flexibly cope with change of a system and to accurately locate information transmission.
In a distributed control system where many PLCs and MMIs are connected via a network and control command and process information are transmitted, a location number is assigned by monitor bases A and B, and this location number is set to specify one or more monitor bases of the transmission destination of the control command and process information between MMIs and PLCs, and the location number or numbers of MMIs and numbers of PLCs are omitted to specify the transmission destination by multicasting.
