PURPOSE: To obtain a system having reduced transmission loss easily by taking notice of linking points in a distribution system in descending order of voltage drop from the secondary bus voltage of a distribution transformer and switching the switches so that the transmission loss is minimized.
CONSTITUTION: A target function calculating means 4 receives system section type and passing current information at each section through system information requisition means 1 and impedance information from a system grasping information storing means 2 and outputs a voltage drop amount upto each linking section. Total loss of both objective distribution lines for load switching is then calculated and outputted. A calculation result evaluation setting condition modifying means 5 evaluates the results and modifies setting of a new calculation object in predetermined direction. In other words, setting is made such that a distribution line having larger accumulated voltage drop upto each linking point preferentially bears the load of linking line having lower accumulated voltage drop. When all objects are discussed, a section switch operating order determining means 6 determines an operating order which is then provided to an operator.
