PURPOSE: To prevent deterioration in picture by synthesizing comment document picture data and seal stamp picture data on picture data of an original circulation document in using a facsimile equipment to circulate the document.
CONSTITUTION: The circulating document is filed in a circulating document picture file 19 as picture data and the circulated document is displayed on each circulation destination. Each viewer observes the circulated document on display devices 51 52 and inputs a comment from tablets 61 62, then a processor 10 records the result on a vector data buffer. In inputting a pass word from consoles 91, 92, the processor 10 synthesizes the comment document picture and a seal picture of a viewer corresponding to the pass word on a prescribed column on the circulated document picture and displays the result sequentially.
