A plurality of fly ash 4, crushed FRPs 5, crushed glass 6, rubber chips 6a and the like as industrial waste are combined with a water-soluble polymer 3 having elasticity at approximately 30-40°C and dried and solidified, and kneaded at the ratio of approximately 1:2-6 and slurried plied timber is manufactured while the plied timber is formed in a mat shape and dried and the elastic mat is manufactured. In the manufacture of the elastic mat, kneading is stopped temporarily in a slurry stabilizing process 72 in the plied timber while fluidity is imparted by agitating the plied timber again in an agitating filling process 73, and the plied timber is formed in the mat shape in a molding process 74 and dried and the elastic mat 1 is manufactured.
