PURPOSE: To remove polyvinylidene fluoride (PVDF) attached on a charging roller by providing the charging roller rotating by coming in contact with an image carrier, and a cleaning material for the charging roller sliding by being pressed in a gap between the image holding body of the charging roller and a wall at a side opposite to that of the image holding body.

CONSTITUTION: The PVDF that is a solid lubricant is applied to a cleaning blade 4 when it is manufactured, which prevents the stripping off of the blade 4 in the initial use of a device occurring. The applied PVDF is peeled from the blade 4 by oscillation, etc., due to the rotation of a photosensitive drum 1, and is attached on a primary charging roller 5 according to the rotation of the drum 1, therefore, a sponge material of, for example, polyurethane foam or polyethylene foam, etc., is equipped as the cleaning material in the gap between the wall of the cleaning blade supporting part of the container 3 of a cleaning device 2 and the charging roller 5 so as to be pressed on and slided with the charging roller 5. In such a way, the PVDF attached on the charging roller 5 is removed.
