To widen the option of solvents for electrolytic solutions to be used in an electrode made of a carbon material which can be doped and dedoped a lithium ion.
A carbon material which can be doped and dedoped with lithium ions is used as a component material of an electrode for a lithium battery and the carbon material has the peak of the inner-most shell electrons (Cls) in a range shifted to higher energy side by 6.5-11.5eV than the carbon-carbon bond energy of Cls of carbon atoms, which compose the carbon material, as the standard in the case the surface of the carbon material is measured by x-ray photoelectron spectroscopy. The carbon material is obtained by electrochemical reduction treatment for a carbon material, which can be doped and dedoped a lithium ion, using an electrolytic liquid produced by dissolving a lithium salt in an aqueous solvent containing a carbonic acid ester substituted with fluorine, and doping and dedoping the lithium ion can be carried out sufficiently in the case of using an electrolytic liquid containing phosphoric acid ester.
