To provide an electrode substrate and a photoelectric conversion element capable of avoiding short circuit due to direct contact between an electrolyte layer or an electric charge transferring layer of a photoelectric conversion element and a transparent conductive layer or a metal wiring layer, and suppressing the degradation of the output characteristic of the photoelectric conversion element.
This electrode substrate is an electrode substrate 1 wherein the transparent conductive layer 11 and the metal wiring layer 12 are laminated on one side of a base material 10 in order, and the metal wiring layer 12 has a structure with two or more layers comprising inner layers 13 and outer layers 14. A self organization film is used for an outer layer 14. The self organization film includes sulfur (S) element in the functional group at an end which is a binding site with the inner layer 13. An inner layer 13 containing at least one element of gold (Au), silver (Ag), platinum (Pt) or nickel (nickel) is preferably used.
