A fault deciding module 204 of the effector health management system 150 decides as to whether or not a fault occurs in the EMA. When the fault occurs in the EMA, fault-based position limit and fault-based rate limit are determined based on the fault. A combination module 206 determines position limit and rate limit of the EMA based on the determined fault-based position limit and fault-based rate limit and design position limit and design rate limit from a design unit (memory) 102, makes them as updated position limit and updated rate limit and supplies the updated position limit and updated rate limit to a controller of the EMA.
