This electronic money managing system 10 is connected to the Internet N to be communicated with a money receiving terminal device 30 for replenishing the electronic money to the user card recording a card ID and an issuer ID, member store terminal devices 50 subtracting the used electronic money from the user card, and the like. The electronic money managing server 10 acquires the amount of received money and the issuer ID from the money receiving terminal device 30 in replenishing the electronic money, and summing up the amount of received money by each issuer. The summed-up amount of money is transferred to the issuer by cash. When the electronic money is used, the amount of spent money, the member shop ID and the issuer ID are acquired from the member shop terminal device 50, and the amount of spent money is summed up by every issuer and member shop. The summed-up amount of money is transferred between the issuer and the member shop by cash.
