PURPOSE: To miniaturize a device at a low cost and reduce power consumption, by changing the permittivity on the surface of a movable element confronted with the electrode at a specified interval.
CONSTITUTION: On the rotor 1 of a dielectric, notched sections 1a at specified intervals are arranged radially from the axis of a rotation shaft 2. the rotation shaft 2 is jurnaled rotatably by the bearing 7 of upper and lower plates 5, 6. On the upper surface of the lower plate 6 confronted with the rotor 1, substrates 4 are laminated, and on the substrates, electrode patterns 3 are arranged. In this case, when the rotor 1 is compared with that without the notched sections 1a, then the effective permittivity per unit area is made lower and the effective electric resistance on the surface is made higher. As a result, rotational torque obtainable from electric charge generated from the electrode 3 of the rotor 1 by the line of electric force is increased, and efficiency is improved.
