PURPOSE: To provide an electrostatic charging member and an electrophotographic device provided therewith in which oscillating noise is not increased with the lapse of time in a contact electrostatic charging method.

CONSTITUTION: These are the electrostatic member 2 performing electrostatic charging processing to the surface of a body to be electrostatically charged by applying voltage and coming in contact with the surface of the body to be electrostatically charged, and provided with at least a conductive elastic layer 2c, which has a silicone rubber foaming body; and the electrophotographic device provided therewith. Thus, the electrostatic charging member and the electrophotographic device provided therewith in which the oscillating noise is not increased with the lapse of time in the contact electrostatic charging method, and, consequently, which are appropriate to obtain high image quality and excellent in endurance stability.
