A monitoring panel K1 controls dwelling control panel JC1-4 installed on the dwellings J1-4. Generation of an abnormality is detected by the sensor SE1-4, and an alarm is given to the monitoring panel K1, and when the unlocking switches DS1-4 installed outside are pushed, the electric locks EL1-4 of the door are unlocked only for the dwellings from which an abnormality is alarmed.
