To reduce the power consumption in an emergency report terminal and emergency report system while improving the operability.
This emergency report terminal comprises a control part 1, a GPS receiving part 2, a portable radio transmitting and receiving part 3, an operation part 4, a display part 5, a sound generation part 6, a power source part 7, a registration information storage part 9 and a calendar part 10. A watching start time and a watching release time or watching area are registered in the registration information storage part 9, and the terminal is switched according to an instruction for switching a watching start mode and a watching release mode based on the time information by the calendar part 10 or automatically switched to transmit a report an emergency report management center. When an emergency report button is pressed down in the watching start mode, the present position and the position information history showing the moving route are transmitted to the emergency report management center.
