Abstract:
PURPOSE: To obtain the same effect in a smaller circuit scale by always processing the conversion coefficient of the highest order to eliminate a need for a special discriminating circuit.
CONSTITUTION: Encoded orthogonal transformation coefficients are decoded by an inverse quantizer 11, and an odd making circuit 12 always sets the least significant bit of the coefficient of the highest order out or orthogonal transformation coefficients decoded by the inverse quantizer 11 to one. An inverse orthogonal transformation circuit 13 subjects the orthogonal transformation coefficient processed by the odd making circuit 12 to inverse orthogonal transformation, and an adder 14 adds the output signal of the inverse orthogonal transformation circuit 12 and that of a predictor 15. The output signal of the adder 14 becomes a decoded moving picture signal or a local decoded moving picture signal. The predictor 15 generates a predictive signal from the decoded moving picture signal.
