To improve encoding efficiency by dividing a video signal into low and high frequency band components and encoding the low frequency band component via the orthogonal transform to generate the 1st encoding data and then transforming the high frequency band component into the low frequency band component via the orthogonal transform to generated the 2nd encoding data.
A band dividing circuit 19 divides vertically the image data DV1 which are successively inputted into bands and generates the image data DVL consisting of low frequency band components and the image data DVH consisting of high frequency band components. An encoding circuit 22 transforms the data DVL into the encoding data DL via an encoding process using an MPEG. An encoding circuit 23 processes the P and B pictures of data DVH in the same way as that applied at the low frequency band side and applies a low band transform process to an I picture together with a discrete cosine transform process, a quantizing process and a variable length encoding process which are selectively applied to generate the encoding data DH.
