Abstract:
PURPOSE: To realize the efficient encoding system of picture data by re-encoding code data unto the second code data of high compression ratio by a code converting means so that the efficient transmission and storage of data can be executed, and combining this with the traditional encoding system to aim the reduction of a page memory.
CONSTITUTION: This encoding device for a picture signal is provided with the code converting means 101 constituted of a separating means 200 to separate mode information 8 from first code data 12, a local decoding means 204 to local-decode the first code data 22 by decoding operation corresponding to the mode information 8, and output a local-decoded picture element block 205, and a second encoding means 206 to encode the local-decoded picture element block 205 by the encoding operation corresponding to the mode information 8, and output the second code data 102.
