To provide an environmental load reduction type navigation plan providing system capable of maintaining the punctuality of the arrival time in a target port by statistically correcting the scheduled passing time of a ship for each passing point of the required number along a route from a departure port to the target port and keeping the time within the permissible error in the operation of the ship.
A first operation means 4 for operating the wind resistance, the wave resistance and the tidal resistance on a ship which are estimated by the meteorological and hydrographic forecasting, and a second operation means 5 for operating the ship speed set value and the steering angle set value for a ship to arrive a target port at the time within the permissible error by correcting the scheduled passing time based on the statistical data in the past at a passing point on a route to be estimated based on the operational result are provided. Based on the result of the operation of the second operation means 5, an adequate control signal is transmitted from a control system 6 for the navigation plan to a main engine control means 2 and a steering device control means 3, and not only the punctual arrival in the target port but also the fuel consumption of a main engine is improved, and the environmental load can be reduced.
