A face likelihood calculation part 3 calculates a face likelihood by use of a first face detection algorithm in a detection area of input image data, and a face likelihood determination part 4 determines whether the face likelihood is not less than a threshold . A face periphery likelihood calculation part 5 calculates a face periphery likelihood by use of a second face detection algorithm in a detection area having a face likelihood of the threshold or more. The first face detection algorithm is a high-speed face detection algorithm, compared with the second face detection algorithm, and the second face detection algorithm has a high detection rate and a low false detection rate of the face image area, compared with the first face detection algorithm.
