A communication part 11 is connected to the electronic control system of a vehicle for communicating each other. An input part 13 is operated, and a control setting value is inputted to an actuator to be operated. A control setting part 12 outputs a control setting signal corresponding to it to the electronic control system via the control part 11. The electronic control system controls the actuator according to the control setting signal so that the actuator can be actuated by the control setting value. A related actuator detection part 15 inputs the monitor data of the actuator, and detects the actuator where the control setting value is inputted and data is changed before and after actuation as the related actuator. The control setting part 12 outputs a fixing command for fixing the control of the actuators to the electronic control system, thus actuating only the set actuator, and hence easily diagnosing a fault.
