PROBLEM TO BE SOLVED: To prevent disturbance of the position of a paper sheet on a feed paper table by a primary feed paper sheet and to facilitate removal of a paper sheet jammed through a primary sheet feed.
SOLUTION: A rotary shaft 6 of a pickup roll 4 is provided with a reverse blocking means B to allow rotation in a paper feed rotation direction (a) but block rotation in a paper feed reversing direction (b), and the reverse blocking means B consists of a stopper member 21 and a one-way clutch member 22. A control lever 30 is provided between the stopper member 21 and the one-way clutch member 21, and controls to a state that the stopper member 21 and the one-way clutch member 22 are forced into pressure contact with each other and rotation in the paper feed reversing rotation direction (b) is blocked and a state that the stopper member 21 and the one-way clutch member 22 are separated away from each other and rotation in the paper feed reversing rotation direction (b) is allowed is practicable by the rotation position of the control lever 30.
