When a hook 13 is locked in the lower stage position of a lock hole 6 as shown in a left inner panel 10L and a front left inner panel FL, the through holes of the inner panel and the through holes of an outer panel coincide (the coincidence rate of 100%) to obtain a fence with air permeability and see-through property. When a hook 13 is locked in the upper stage position of a lock hole 6 as shown in a right inner panel 10R and a front right inner panel 10FR, the through holes of the inner panel and the through holes of the outer panel are shifted in position to block each other (the coincidence rate of 0%) to obtain the fence without air permeability and see-through property. The fence with air permeability or without air permeability can be freely obtained by changing the position of the inner panels at a request. Characters or the like can be displayed on the fence surface if necessary.
