As an oil cleaning filter element, a conductive oil purifying filter element is used and, as a material, conductive fibers such as metal fibers or carbon divers are sused. Further, a nonwoven fabric consisting of insulating fibers composed of polypropylene and conductive fibers is used. When the oil cleaning filter element is mounted on the container with an oil cleaning machine to be earthed, it becomes non-chargeable. The non-chargeable oil cleaning filter element thus obtained can prevent the charge at a filter region caused by the friction of oil and the filter member or the spark discharge by charge to perfectly prevent the oxidative deterioration and degeneration of oil.
