To provide a filter capable of easily removing caught exhaust minute particles and to provide an exhaust emission control device using the filter.
This filter 10 with a catalyst is constituted in such a way that it has a plurality of passages 12, 13 formed in the direction of exhaust stream by a bulkhead 11 having thin holes in a surface and inside, at least a part of the passage among the passages is blocked in only either of end openings in the upstream and downstream, and the porosity of the bulkhead 11 in the vicinity A of the upstream end of the filter 10 is reduced more than that in a remaining part B. Since the amount of exhaust gas passing through the bulkhead 11 is reduced in the vicinity A of the upstream end, the amount of caught fine particles exhaust is reduced to suppress the deposit of exhaust fine particles in the vicinity A of the upstream end where it is difficult to burn and remove them, thereby removing the exhaust fine particles caught by the whole filter easily.
