Ice fine particles 5 are injected from an injection nozzle 3 to a space, the injected ice fine particles are stuck to the surface of a fire extinguishing object 1 to form ice fine particle layer 6. Besides the cooling by sensible heat and latent heat of ice in the same layer, the fire extinguishing object is covered with the same layer to cut off the supply of air for combustion and extinguish the fire.
