PROBLEM TO BE SOLVED: To provide a fixing device which is capable of stably driving a belt member for a long time and to provide an image forming apparatus including the fixing device.SOLUTION: The fixing device includes a pressure roller 22 as a rotary body, a fixing belt 21 as a fixing member, a nip forming member 25 provided on the inner peripheral surface side of the fixing belt 21 and forming a nip part N together with the pressure roller 22 through the fixing belt 21, and a sliding fiber member 31 arranged between the nip forming member 25 and the fixing belt 21, holding a lubricant, and smoothly sliding the fixing belt 21 and heats a recording paper S as a recording medium conveyed to the nip part N, to fix the unfixed image of the recording medium S. The sliding fiber member 31 includes at least a first fiber layer 32 coming into contact with the fixing belt 21 and a second fiber layer 33 positioned further toward the side of the nip forming member 25 than the first fiber layer 32 and having a fiber density lower than that of the first fiber layer 32.
