To provide a fixing device which prevents scratch on the surface layer of a fixing belt, worsening of scratch, and leak even when applying a voltage to a fixing belt, and to provide a fixing method using the fixing device and an image forming apparatus having the fixing device.

The fixing belt 12C has a substrate having a resistance value of 1×100 to 1×106 Ω and the surface layer having a resistance value of 1×109 to 1×1014 Ω which is disposed on the periphery of the substrate and is in contact with a voltage applying means 40. A resistance applying means having a resistance value of 1×109 to 1×1014 Ω which applies a resistance between the substrate and a ground is provided.
