CONSTITUTION: The device is provided with a coil spring 1 with one end side blocked to make a pitch variable by extension from a close winding state, suction flow pipe 2 connected to the other end side of the coil spring 1 to perform suction of fluid and a flow regulating mechanism 5 for adjusting a pitch space of the coil spring 1, and constituted so as to control a fluid suction amount from the suction flow pipe 2 by the flow regulating mechanism 5.
