To prevent leakage of a fluid to downstream a flow path during full close while preventing the leakage to the outside the flow path without causing increase in the number of parts and assembly man power.
A throttle valve device is provided with a throttle body 12 forming a bore 17, a valve shaft section 22 supported rotatably in a bearing fitting section 18 formed in the throttle body 12 through a bearing 20, a throttle valve element 14 with a valve element section 24 opening/closing the bore 17. An annular space 42 is formed between the radially opposed circumferential faces of the bearing fitting section 18 and the valve shaft section 22, and also between the axially opposed end faces 20a, 32 of the bearing 20 and the throttle valve element 14. In the annular space 42, a sealing member 50 with sealing sections 55, 56, 57 respectively sealing the inner circumferential face of the bearing fitting section 18 and the outer circumferential face of the valve shaft section 22, and the end face of the throttle valve element 14 is provided.
