To provide a foamed pulp sheet that is rich in flexibility, easily incinerable and biodegradable, and has a skin layer formed on at least one side thereof for imparting water and oil repellency to itself.

The skin layer 3 is formed on at least one side of a foamed pulp sheet 1. The skin layer is formed out of a composite of a water-souble resin and an organometallic compd. represented by the formula: M(OR)n (wherein N is a metal element; R is an alkyl; and n is the oxidation number of the metal element) or by the formula: PmM(OR)n-m [wherein P is a group having at least one functional group selected from among alkyl, fluoroalkyl, epoxy, etc.; M is a metal element; R is an alkyl; n is the oxidation number of the metal element; and m is the number of substitutions (O<m<n)] or is formed by the impregnation with the composite followed by its fixing.
