The foundation form panels mixed with cement, sand, gravel, and water and molded into a relatively thin plate shape are arranged on footing concrete face to face, concrete is placed between the panels, and the foundation form panels and concrete are integrally solidified to construct a foundation. An irregular roughened surface for increasing the adhesiveness to concrete is formed on one side face of the foundation form panel, and irregular stripes for facilitating the connection to adjacently arranged other panels are formed at both end sections in the longitudinal direction of the panel.
