PURPOSE: To attain highly efficient prediction with higher accuracy by providing a 1st prediction coding means using a preceding pattern of an original picture as a reference pattern to apply prediction coding to a current pattern, a 2nd prediction coding means using a succeeding pattern of the original picture as a reference pattern to apply prediction coding to a current pattern, and a selection means selecting one of outputs of the above 1st and 2nd prediction coding means.
CONSTITUTION: A 1st prediction coding means 101 uses a preceding pattern (t-1) as a reference pattern to apply prediction coding to a current pattern (t) on the condition of using an original picture for the reference pattern and a 2nd prediction coding means 102 uses a succeeding pattern (t+1) as a reference pattern to apply prediction coding to the current pattern (t). A selection means 103 selects and outputs with an excellent prediction efficiency or the like in output signals of the 1st and 2nd prediction coding means 101, 102 according to a prescribed evaluation function. Moreover, a sure prediction processing is implemented in response to the property of each part such as a still part or a moving part of a moving picture by selecting properly the block size as the processing unit and the prediction system.
