To suppress drop of a cell voltage caused by elution of a catalyst metal due to an influence of anions, in particular, chloride ions.

An anion trapping layer containing silver is formed in a specific part having potential of 0.200 V or higher to a standard hydrogen electrode. The specific part includes at least one part within an anode gas diffusion base material constituting a gas diffusion layer 28, a cathode gas diffusion base material constituting a gas diffusion layer 32, separators 34 and 36, a manifold for running a fuel gas supplied to an anode 22, and a manifold for running an oxidizer gas supplied to a cathode 24. Thereby, for instance, by producing AgCl by a reaction between the chloride ions and silver, the chloride ions can be removed, and outflow of a catalyst metal due to influence of the chloride ions can be suppressed.
