The fuel reforming device 1 for generating the hydrogen-containing reformed gas from a liquid fuel is equipped with a pair of electrodes 2, 3 for performing electric discharge in a liquid fuel, which are arranged so as to face each other, a voltage applying means 4 for applying a voltage between the electrodes 2, 3 and a diaphragm 6 which is arranged between the pair of electrodes 2, 3 and has a pore 5 at a crossing part 6a crossing with a straight line connecting between the centers of the pair of electrodes 2, 3 with a crossing angle of <90°.
