PURPOSE: To supply an intake air and fuel in a well-balanced state at the sudden acceleration time of an engine and eliminate the generation of a black smoke.
CONSTITUTION: The fuel amount adjusting tool 9 of a fuel injection pump is energized to a fuel amount increasing side R by a governor spring 8 through a governor lever 1 and to a fuel amount decreasing side L by a governor force GF and constituted so that the tension of the governor spring 8 can be adjusted by a speed adjust operation tool 22. The governor lever 1 is constituted so that it can be swung and regulated to a whole load equivalent position 4/4 by a fuel restrict tool 20 and also a damper 10 is attached. The damper 10 catches the governor lever 1 by a connection tool 12 at the sudden acceleration time and retreats upto the whole load equivalent position 4/4 gradually and supplies an intake air and fuel in a well-ballanced state.
