A water channel pipe, to which the electrolytic cell and an organic acid adding device are arranged, is provided in a branched state and the flow rate of the water channel pipe, to which the electrolytic cell is arranged, is set low to make the size of the electrolytic cell compact. A carbonate ion component in tap water is removed using citric acid as the organic acid and this tap water is allowed to join with electrolyzed water to suppress the pH buffering action of tap water to make acidic water in an amount fitted to the washing of a face and the skin. The organic acid is regulated to the optimum amount corresponding to the electric conductivity of tap water using a current control valve. Further, hypochlorous ions formed in tap water and the electrolytic cell are removed by adding ascorbic acid as the organic acid to realize functional water friendly to the skin.
