The gate management device includes a plurality of electrodes arranged on a road surface to receive a signal including identification information of a mobile object from communication equipment through the mobile object, and a plurality of detectors for detecting the reception intensity of a signal in each electrode and the identification information. The gate management device includes: a determining part for determining the moving direction of the mobile object on the basis of a time when the reception intensity in each electrode becomes maximum and the position of the electrode; and a managing part for determining to unlock a gate in the case that at least three detectors detect predetermined identification information, and that a direction in which the electrodes receiving the identification information are arranged in a signal receiving time order is directed to a gate, and storing gate entrance and leaving information of the mobile object in a database on the basis of the moving direction.
