This controller 1 receives a plurality of input signals from a navigation system 2 mounted on a power vehicle. The signals are those of kinds of roads AS, traffic conditions AV, weather conditions AW, and characters of place. A variety of operation parameters of the power vehicle are fed from another controller and a sensor to the controller 1. The quantity thereof is determined by drive operation of a driver, and they are generalized as driver requirement signals. According to the input signals obtained by navigation in the controller 1 the condition of running is determined.
