To provide greening base material for restoring forests enabling restoration of plant communities such as forests or plant-clustering lands without disturbing the biological phase of a litter layer, and easily constructed.
The greening base material 10 is provided with the following: a laminated body 1 formed into a board state or a mat state through subjecting a forest surface layer soil comprising a litter layer to compression molding; a board material 3 set at the lower surface of the surface soil layer 1c of the laminated body 1 and preventing the soil at the surface soil layer 1c from separating and falling down from the laminated body 1; and a wire net 2 enclosing the laminated body 1 and the board material 3 to fix them. The laminated body 1 comprises a defoliated-leaf layer 1a where old defoliated leaves are piled up beginning at the top, a perishing-leaf layer 1b containing decomposing falling leaves (humus) and the surface soil layer 1c where the humus and the soil are mixed together, and is subjected to compression molding. The laminated body 1 contains soil seeds of trees. The board material 3 and one surface of the wire net 2 are fixed to each other via holding pins 4 as fixing members.
