PURPOSE: To give no bad influence to a call service in other riding floors by providing an elevator control means for controlling the number of responding elevators to the call from the floor to which service is lowered, based on the operation results of transport efficiency.

CONSTITUTION: When it is judged by a judging means 9 that service is concen trated on the users at a specified floor from the operation conditions of elevators, a and a deduing means 10 deduces a floor for which the level of service is lowered when an elevator response time has passed over a certain time or more. Then the deducing means 11 an elevator to respond to a call from the floor in which the level of service is decreasing from elevators which already moved to the specified floor passing through the floor. An operation means 12 for operating the transport efficiency in the case when the elevator stops at the service degraded floor after it has turned the moving direction to the opposite direction. Based on the results, a designating means 13 perform the desiguation so that the designated elevator respond to the call from the service degraded floor and a control means 14 controls the number of elevators.
